Update git submodules

* Update extensions/ParserFunctions from branch 'REL1_31'
  to a28ad04eeefa05a16264e67537ba118bd67576d4
  - Fix E_WARNING with {{#pos:}} if the offset is larger than the string

    The mb_strpos() function throws E_WARNING if the offset is longer
    than the length of the string.
