OOUIHTMLForm: Improve HTMLCheckMatrix for further clarity

Increase distance between rows slightly and use white to
emphasise row `:hover` color contrast.
Also
- amend `padding` to full pixel widths and
- center-align all but the checkbox labels for better orientation.
