Fallback and namespace names changes for Asturianu (ast)

* Set $fallback to Spanish (es), as Asturianu (ast) is a language spoken
solely in Spain. If a message is missing it'd be far more easier for local
users to understand Spanish rather than English.

* Added namespace gender aliases for asturianu.
