Remove $wgSiteSupportPage

This configuration global is not used anywhere in MediaWiki,
and no extensions or skins use this.
The documentation on mediawiki.org states that the functionality
has been replaced by MediaWiki:Sidebar, and $wgNavigationLinks,
which was removed over a decade ago.
