Fix errors in example for EditPage API module (referred to old names of parameters)

* regression fix: make dumpUploads.php work again
* dumpUploads.php options now actually supported
* wfRelativePath() no longer includes spurious ".." when base path is "/"
* wfRelativePath() now returns full path for differing Windows drives

Rearrange the updaters into chronological order, instead of four separate
groups by type with weird ordering within them.

This should make it a lot easier to avoid regressions due to unnoticed
dependencies, like the one we had in 1.11 which broke upgrades from 1.4 or
below, when someone didn't realize there was an ordering problem and moved
one of the updates for aesthetic grouping reasons. :) (r24608)

It also makes it easier to see when past updates were added, since they're
now grouped by version.

Extension updates are still using the 'add table', 'add field', 'add index'
grouping.

I also removed the special-case checks for whether to do updates to the user
table. This was presumably meant for shared-db situations to avoid running
updates multiple times, but there's no need for it as the updates all check
if they've been previously applied.

* Adding/updating Persian translations

Revert back to r31589. I really don't like this hardcoded special page template; definitely not something I want to see, even if it were properly localized. It feels ugly, fragile, and likely to cause massive confusion and inability to navigate sites consistently, never mind extensibility problems with extensions and new languages.

Add --old-redirects-only option to maintenance/refreshLinks.php, to add old redirects to the redirect table.  This may be worth trying out on at least some of the smaller wikis.  It seems to work correctly, and pretty quickly for a couple thousand redirects to fix, although truncating the redirect table and running it inevitably gives a different number (probably due to incorrect redirect table entries to start with).  With the limit options, it might be tried on bigger wikis too.

Bug 11980: don't complain on rollback of non-transactional tables. Not sure how to reproduce it, but this should fix it in any case.

Add new message from r31337 to the maintenances scripts.

Tweak up last commit about opensearch desc to be nicer. Cleaner message name, use wfMsgForContent, remove an obsolete line.

* (bug 12723) OpenSearch description name now uses more compact language code
  to avoid passing the length limit as often, is customizable per site via
  'opensearch-shortname' message.

Note that the spec actually says ShortName should be trimmed to *16* chars,
which is pretty awful -- 'Wikimedia Commons' doesn't even fit. I haven't
changed the current trimming (to 24 characters).

Note that Firefox uses the longer 'Description' field for its 'add' menu
item, but the ShortName for the actual item once you add it to the menu.

Possibly should have separate description and shortname thingies and do some
smarter trimming. Sigh.
