Fixing display problem in image page in RTL wikis, when file name is LTR and is followed by the image size, by adding a direction mark.

Fixing a regression: UploadForm::internalProcessUpload returned nothing when there was an internal upload error, and processUpload thought null was 0, i.e. success, and redirected to the non-existant image page rather than showing the error message. Also removing unused return values from processUpload.

Several fixes.

Resolve bug 1405 (bugzilla.wikimedia.org/show_bug.cgi?id=1405). New option $wgUseNPPatrol allows for patrolling of new pages for projects where the overall editing rate is too high to make patrolling useful in the general case. This change is based on the patch by Thue Janus Kristensen.

Adjust "hide logged-in users" function in Special:Newpages to only display if the createpage permission is enabled by default. This avoids displaying a useless option on wikis with anonymous page creation disabled, and avoids a slow attempt to scan all of recent changes to fill a query limit that can't be met.

Adding direction mark in Special:Protectedpages, between the page name and the size.

Revert 26830, which 1) completely breaks recentchangeslinked for logged-in users (error in LEFT JOIN condition probably due to mixed join syntaxes), and 2) will cause any moderate-sized database to spontaneously combust (over a minute to run the query on an old Simple English database before I killed it) due to Cartesian join of page and redirect tables.

PHP 5.0.5 is unhappy about current(array_keys($dbkeys)), since current() is
one of those magic things that uses the pointer in an array.

Probably key($dbkeys) would do the job instead, but I rather dislike all those
funcs. :) Grabbing a temporary var in array_keys() instead for cleanliness.

Cleanup r26692:
* Use content language, not UI language, when adding language suffix to OpenSearch description
* Use $wgContLang->getLanguageName() instead of grabbing a whole array of every name ever :)
