(bug 38451) remove $wgAllowPageInfo

InfoAction needs a bit of work, so this might want to wait a little
while. The patch removes $wgAllowPageInfo which was used to enable the
action=info action (which was disabled by default).

https://gerrit.wikimedia.org/r/#/c/15847 is needed to disable the
counter query.
