Rather than upsert module store, explicitly remove old value and then add new one

Replacing the content of the module store might fail if the new contents would
exceed the browser's localStorage size limit. To avoid clogging the browser
with stale data, always remove the old value before attempting to set the new
one.

Fix WikitextContentHandlerTest::testMakeRedirectContent() when content language is not english

Clear the MagicWord object cache, otherwise the magic word names can be cached
in the wrong language, thus making the test fail.

This should fix most of the "No width specified" exceptions. I guess
most of this code will be rewritten to fix bug 56926, superseding this

names are not case-sensitive, this change is backwards-compatible.

Remove recentchanges.rc_cur_time from sql statements

Field is unused since many versions, so remove the use in sql
statements, to allow dropping in a later version.

The field must not be reference from INSERT because it has a default
value, which is used, when no value is specified in the statement.

Keeping the field allows easier rollback on version update, when
something gets wrong with the new version.

Existing Comment in tables.sql was added with r101293, was already
disused in r11088

Cleanup watchlist preference usage

In general, the web UI does a check of the watchlist preferences along
the lines of "watch if watchdefault, or if watchcreations and the title
doesn't exist". So there's no way to have it watch edits but not
creations. Make the API behavior match this.

For API action=protect&watchlist=preferences, we want to use
'watchdefault' always to match the behavior of the web UI.

For Special:Upload, the code is all there to do a "watch if
watchdefault, or if watchcreations and the file doesn't exist". But for
some reason that code wasn't being used in favor of just using
watchcreations all the time. Fix that, too. And have the API use that
instead of checking if the file page exists.

It's likely that an extension might want to reformat the value (e.g. by

filebackend: improved "adviseStat" performance

* Use the normal page size instead of limiting it way down to the cache
  size. Track the stat information in the pages and load into into the
  stat cache as entries are accessed. This should also be less prone to
  evictions causing HEAD requests (or memcached hits).
* Also bumped CACHE_CHEAP_SIZE up to 500.
